Strategic Environmental and Social Assessment (AESA)

SESA aims to ensure that strategic environmental and social assessment principles are applied to integrate environmental and social considerations into Ethiopia’s REDD+ readiness process in a manner consistent with Ethiopia’s environmental laws and regulations and the World Bank’s environmental and social safeguard policies, and associated risks are addressed from an early stage in the process of formulating REDD Policy and programs, and incorporated throughout the process.

Resettlement Policy Framework (RPF)

Resettlement Policy Framework (RPF) helps to address social impacts of Oromia Forested Landscape Program (OFLP) focusing on issues such as acquisition of land resulting from implementation of on the ground investment that may or will result in loss of property or disruption that affect livelihoods or restriction of access to forest resources. It will be applied to carry out the preparation and implementation of mitigation measures on any potential negative impacts of resettlement.

Process Framework

PF help to establish an enabling environment in which the Persons Affected by the Program (PAPs) will be able to participate in mitigating against these negative impacts. It includes the PAPs own input on program activities (e.g. habitat restoration, reforestation and the design of necessary measures to reduce social impacts caused by the limitation in access and setting up process and monitoring plans as needed.

Environmental and social management of the framework (ESMF)

Environmental and social management of the framework (ESMF) is to provide guiding principles for assessment and management of environmental and social aspects of the program activities to be financed under the OFLP. It will help to systematically identify, predict, and evaluate beneficial and adverse environmental and social impacts of the program activities, designing enhancement measures for beneficial impacts, and implement mitigating measures for adverse impacts specific locations.

The Updated Resettlement Framework (RF)

The Resettlement Framework (RF) outlines policies and procedures to mitigate social impacts such as displacement and resettlement linked to ERP investments in Oromia. It sets principles for compensation and support for affected persons, guides land acquisition and forest area consolidation, and informs project design in forest management, reforestation, and land use planning. The RF is based on World Bank ESF-ESS5 and Ethiopia’s laws, ensuring compliance and equitable implementation.

The Environmental and Social Management Framework (ESMF) guides the assessment and management of environmental and social aspects of activities under OFLP-ERP. It is based on five core principles: consulting communities to identify and plan activities; supporting the preparation of sub-project applications to minimize environmental and social risks; helping regulatory bodies assess the need for further planning; assisting stakeholders through training and technical resources; and funding performance assessments to improve future outcomes and address cumulative impacts. The ESMF’s main goal is to identify, evaluate, and manage both positive and negative environmental and social effects of project activities.

Stakeholder Engagement Plan (SEP)

The Stakeholder Engagement Plan (SEP) outlines inclusive and culturally appropriate approaches for engaging stakeholders throughout the program. It supports key components like Emission Reduction purchases and an MRV system, with a focus on gender and citizen participation. SEP ensures open communication, feedback mechanisms, and community awareness to minimize risks and improve project outcomes. It also clarifies stakeholder roles and will be updated throughout the project cycle.

Security Risk Assessment and Security Management Plan

The Security Risk Assessment and Management Plan identify threats in insecure areas and their impact on the Emission Reduction program, its implementers, and communities. It focuses on risks to people and operations, guiding the development of a strategic mitigation plan for the ERP phase.

Labor Management Plan(LMP)

The LMP seeks to pay the Program Entity for verified Emissions Reductions Credits (ERCs) from REDD+, agriculture, and land use activities meeting BioCF ISFL standards in Oromia, and to distribute payments per the agreed benefit-sharing plan (BSP).

Environmental and Social Commitment Plan (ESCP)

ESCP guides the roles and responsible  of recipient in the implementation the Project in compliance with the Environmental and Social Standards (ESSs) and the Environmental and Social Commitment Plan (ESCP), as agreed with the World Bank. The ESCP, forming part of the Grant Agreement and Emission Reduction Purchase Agreement, may be revised during implementation to address changes or unforeseen issues. Revisions will be agreed upon by the World Bank and the Recipient (via Ethiopia Forest Development) through an exchange of letters, and the updated ESCP shall be promptly disclosed.

Oromia National Regional State Forested Landscape Project: Project Appraisal Document (PAD)

The Project Appraisal Document (PAD) identifies the Oromia Forested Landscape Program (OFLP) as the implementation framework for national REDD+ pilots. Positioned as a long-term programmatic approach to advance sustainable land use, OFLP begins with a mobilization grant, followed by results-based payments for verified emissions reductions. This effort is supported by two legal instruments: (a) a five-year, recipient-executed trust fund grant of US$18 million from the BioCarbon Fund Plus, and (b) an Emission Reductions Purchase Agreement (ERPA) of up to US$50 million over ten years.

Benefit Sharing

Oromia National Regional State Forested Landscape Program-ERP. Benefit Sharing Plan for Disbursing Phase I Result Based Payments from BioCF ISFL Program

The Oromia Forested Landscape Program (OFLP) is financed through a US$ 18 million mobilization grant from BioCarbon Fund (BioCF)-plus and a US$ 40 million Result-Based Payment (RBP) from BioCFISFL. Verified emission reductions (ER) from AFOLU activities across Oromia’s jurisdiction, measured against the program’s reference level until 2029, determine RBP eligibility. In phase one, the Benefit Sharing Plan (BSP) governs disbursement of these benefits.

The Benefit Sharing Plan Operational Manual (BSPOM) provides detailed procedures for implementing the existing BSP under the first phase of the Emission Reduction Purchase Agreement (ERPA), focused on forest-sector ER payments. Oromia Forested Landscape Program -Emission Reduction Project (OFLP-ERP). Draft Comprehensive Benefit Sharing Plan

OFLP will apply ISFL carbon accounting methodologies to measure, monitor, and report emission reductions (ERs) across forestry and livestock sectors at the landscape level. After third-party verification, ISFL will determine results-based payments under agreed guidelines. As ERPA payments are non-attributable to specific stakeholders, the customized Benefit Sharing Plan (cBSP) outlines stakeholder agreements for equitable, transparent, and cost-effective fund distribution.

Ethiopia’s Forest Reference Level Submission to the UNFCCC

Ethiopia’s Forest Reference Level covers the entire country. While national forest inventory (NFI) data collection is ongoing, only Oromia Regional State data has been analyzed to date. National plot data is expected to be completed and analyzed in early 2016. For now, the submission uses national activity data with interim emission factors from Oromia, which will be updated to national values using the same NFI plot measurements and methodology.
